How do you get that glowy under eye look?

i dont know if you've ever seen celebrities on the red carpet but someone of them have this whiteish glowy look under their eyes like where your bags are suppose to be. does anyone know how to achieve this look. possibly a site on how to? what product to use?How do you get that glowy under eye look?
Hi, First you conceal the eye covering any dark areas. Then using a lighter foundation colour or a highlight pen or even a light reflecting lotion mixed into foundation and dab around the eye and bring to the top of the cheek bones (just above where the blush goes on the apple), dont forget to highlight yur brow bone. set this with some translucent powder but only very lightly as you dont wont it to cakeHow do you get that glowy under eye look?

I have a new toy called ';a touch of light';, it is a silver pen you click the end and a clear shiny liquid comes out onto the brush, you use it under your eyes to reflect the light, it really works, it was 拢10 from the chemist
Some of them use creme-color or silver eyeliner (metalic tones).





Also, you can use body highlighter or eyeshadow.
put silver or gold eyeliner softly under your eye and maybe a little concealer, really lightly though to remove dark circles.
